Moscow 17 January 2002 Memorandum on Cooperation Mr. Yuri Mar'enkov, President of The Institute of Direct Investments Foundation and Mr. Sergei Tsakunov, General Director of the State Investment Agency, part of the GUP InformVES of the Ministry for Economic Development and Trade of the Russian Federation, in order to enlarge its activity, aiming to improve the investment climate in Russia, have agreed to join its intellectual, technical and organizational resources for carrying out the projects and programs, enhancing the investment attractiveness of Russia. Two parts have agreed to start mutual use and further development of the Investment Opportunities of Russia Information System as the fundamental information base for managing the process of the investments attracting and marketing of the investment potential of Russian enterprises and regions. The IDI Foundation takes the responsibility for technical support and further development of the Investment Opportunities of Russia Information System and related software. The State Investment Agency undertakes the essential activity to grant the status of the official state information system to the Investment Opportunities of Russia Information System. Both parts plan on the mutual basis the strategy of further development of the Investment Opportunities of Russia Information System, including development of its new sections and services. The State Investment Agency takes the responsibility for support and further development of the English version of the Investment Opportunities of Russia Information System, including mirror placing of this version at its Internet portal (www.inves.ru). Parts define mutually the standards for the data summary of investment projects and other materials, to be placed in the Investment Opportunities of Russia Information System. The IDI Foundation provides the technical facilities for the support of expertise and monitoring procedures of the investment projects, seeking the state support from the Ministry of Trade and Economic Development of the Russian Federation. Monitoring of the investment projects suggests following the different stages of the project promotion among potential investors (including via the network of trade representatives of Russia abroad) and the realization of the project. Both parts cooperate in the projects of conducting of image-and-information public events (investments symposiums, conferences, round tables, presentations) in Russia and in major investment-donating countries. The State Investment Agency takes responsibility for providing the events with the state support and for the contacts with foreign partners. The IDI Foundation takes the responsibility for the technical and material parts of the preparation process, PR and advertising campaign of the events. This Memorandum lists the general principles of cooperation only and does not imply any financial obligations for either part. Special agreements, specifying the conditions of cooperation between two parts, will be signed for the realization of particular projects.
